New Policy Brief from the Commission of Experts for Research and Innovation (EFI)

In its latest policy brief, the EFI commission outlines how digitization can be driven forward in the upcoming legislative period.

The new Policy Brief of the Commission of Experts for Research and Innovation (EFI) "Advancing digitization in Germany: with a ministry of a new character" has been published. Successfully addressing the lack of digitalization momentum in Germany can only be achieved by creating new structures. In the policy brief, the experts point to the need for new governance structures to make processes more agile and define clear responsibilities. In addition, appropriate interfaces between the various departments and authorities must be established to allow digitalization to be addressed jointly as a cross-cutting task.

As concrete design proposals for such a new ministry, the EFI mentions the establishment of a matrix organization with flat hierarchies and the use of interministerial task forces.

The current policy brief is available here (German).
