Meissen district prepares for crises with Design Thinking

How can people remain capable of acting in crises, even when technology fails?

Crisis communication stakeholders in the Meissen district posed this question to a Design Thinking team made up of students from the HPI d-school. This article shows how an idea for a festival brings knowledge, practice, and community to crisis preparedness.
In the Meissen district, flooding, power outages, and supply shortages are real threats. This is precisely where the research project “KRI-KOM – New Approaches to Crisis Communication Design” came in. The HPI d-school was involved as a partner. A team of students developed a concept they called “Krisenfest” (crisis-proof) – an interactive festival that makes crisis preparedness fun, practical, and a shared experience. As part of that, they also presented ideas such as a crisis logbook and stories of encouragement.

Why it is essential to actively shape the interaction between technology and those affected

Disaster control does not work solely with technology. Sirens and warning apps are important, but in an emergency they are of little use if people do not know how to react. Good crisis communication must empower the population: Those who are informed and prepared react more calmly and quickly, while at the same time relieving the burden on emergency services, who are already working at their limits in a crisis. Education, everyday practice, and local cooperation thus become crucial building blocks of resilience.

The Design Thinking Team at the HPI d-school therefore worked with citizens, experts, and emergency services to investigate how communication can work when traditional infrastructures fail. These findings gave rise to the “Krisenfest” concept: a festival that turns preparedness into a communal experience. Visitors can actively participate at various stations – from recognizing siren signals in the “Siren Playground” to practical tips in the “Pantry” module to encouraging stories from people who have experienced crises themselves. Participants can record their progress in a playful logbook.

From idea to implementation

Just one year after the completion of the Design Thinking project with the student team, parts of these ideas became reality: The district of Meissen launched a newly designed Civil Protection Day that incorporates elements of the festival concept. This transformed an idea from the HPI d-school's Design Thinking program into a real-world solution and shows how universities and local authorities can work together to find innovative ways forward.

What does “human in the loop” mean in the context of crisis communication?

Technology alone is not enough in a crisis. People must be actively involved – through joint learning, practical exercises, and local engagement. As research on community resilience shows, the ability to act arises where people take responsibility together. This is exactly where the Civil Protection Day, redesigned with the help of Design Thinking, comes in. It is a model for how crisis communication can be designed in a people-centered, sustainable, and effective way.

The Civil Protection Day will take place on September 27, 2025, from 12 noon to 5 p.m. on the occasion of the opening of the regional center for fire and disaster protection in Glaubitz, district of Meißen.
